In terms of dex, you can use 38 base on a blacksmith. That way around level 65~70 he should achieve close enough to 100% hit to have effecient leveling and does not lose very many points in other vital stats.
If you go Agi as a Blacksmith, you will naturally want to do it again as a Mastersmith, because your Mastersmith build usually turns out to be a beefed up version of your Blacksmith build.
